2) Bret Hart
Bret Hart, known as “The Excellence of Execution,” is regarded as one of the best technical wrestlers ever. Before he became a top star in WWE, he won the IC title twice. His first reign began when he defeated Mr. Perfect, and he made history as the first wrestler to hold both the IC title and win the King of the Ring in 1991.
